  • Notice of Temporary Financial Relief Extended for Child Care Providers

    Effective with pay period 122 (October 10, 2021 to October 23, 2021), child care providers accepting the subsidy will bill the state based on enrollment and not attendance.  The Guidance for Temporary Billing Based on Enrollment and not Attendance memo explains how to bill in the manner.  This policy will be in effect through September 30, 2023.

    Supplemental Payment Information in I-Billing: We have received several questions from providers asking how they might access supplemental payment information.  We wanted to make the instructions available to help you find this information in I-Billing.

    Below are step-by-step instructions how you can locate supplemental payment information in I-Billing:

    1.  Log in to I-Billing using your provider ID and PIN.
    2.  Select a pay period that you would like to view.
    3.  Click the "View Payment by Period" tab.
    4.  By reviewing the information for the pay period you selected, you will see payment information including any supplemental payment for each child.
    • Looking at the payment (warrant) date, will help to determine which payment for that pay period you are looking at, and the payment amount per each child.
    1.  To view a different pay period, restart at step 2 and review each pay period individually.
  • GSQ Rating Extensions and Restoration

    As a child care provider throughout the pandemic, you've stepped up and showed your heart and grit.  It hasn't been easy, yet you've been nimble and ready.  The hardships the pandemic has caused haven't gone unnoticed.  You are struggling through low enrollment, the inability to retain, recall, and hire qualified staff, all while navigating and implementing additional health and safety procedures.  While grants and subsidy provisions have been offered over time, we know the struggles remain.  We've heard you.

    Despite these challenges we know providers continue to maintain and improve quality to the best of your ability.   Sometimes you've asked for help.  Other times you weren't sure who could help.  In recognition of these efforts the Department, in coordination with the Early Childhood Investment Corporation, will be:

    • Extending current Great Start to Quality ratings for 12 months. 
    • Restoring pre-pandemic ratings and provide supplemental subsidy payments. 
    • Offering extra flexibility for the professional development and education indicators in response to current hiring challenges.

    While we wanted to share this exciting news with you as soon as possible we also want to be transparent that these actions require the support of technology and we will be implementing these items as quickly as possible.  You can see more about the next steps here

    COVID ABSENCE HOURS: Providers can call the CDC program office to request a billing exception for absence hours that go beyond 10 consecutive days for COVID program closures or child absences due to COVID. Providers will be asked to verify specific dates along with the children impacted (including child ID) when they call 866-990-3227 to request the absence hour billing exception. Effective March 28th until further notice.
