• Tom Howell, Executive DirectorTom Howell, Director

    Thomas Howell has served as the director of CEPI since 2009. He has also held various leadership roles with CEPI since it was formed in 2000. As executive director, Tom sets overall strategic goals, guiding CEPI to achieve its mission and vision. He engages with many statewide partners, primarily focusing efforts with the Michigan Department of Education, community colleges and universities, early childhood providers, and workforce agencies, working to develop secure tools that make education information and related outcomes accessible for parents, educators, and policy makers. Tom also provides leadership on state enterprise data governance activities, and participates in information management conversations at the national level, as Michigan is a respected leader for its sound education data systems and innovative practices.

    Prior to joining CEPI, Tom served six years as a business manager and auditor with the Michigan Department of Education, and previously held auditing positions in the private sector. Tom earned a bachelor's degree in business administration from Central Michigan University and a master's degree in public policy and planning from Western Michigan University.

  • Trina Anderson, Director of Integration and SupportTrina Anderson

    Trina Anderson directs CEPI's Office of Integration and Support, which is responsible for data collection and integration – partnering closely with early childhood providers, K-12 school districts, public and independent colleges and universities, and numerous state agencies. This work is accomplished with a diverse group of individuals responsible for providing customer support, data analysis, business and policy support, project coordination and technical interfaces both inside and outside of CEPI. OIS’s goal is to provide quality data that can be used in informative reports for decision makers across the state.

    Trina joined CEPI in 2006 as student data manager. Previously, she worked on enterprise standards and research with the state’s Department of Information Technology (now Technology, Management and Budget). She also held various marketing positions in the private sector. Trina earned a bachelor’s degree in American public affairs and a master’s degree in telecommunications from Michigan State University.

  • Mike McGroarty, Director of Analytics and ReportingMike McGroarty

    As Director of Analytics and Reporting, Mike McGroarty oversees the design, operation and use of the Michigan Statewide Longitudinal Data System, including the front-end MI School Data public and secure education information web portal. Other uses of the MSLDS include meeting federal and state compliance reporting requirements, providing data to researchers and filling custom data requests. Mike also serves as CEPI’s Chief Data Steward with the State of Michigan and contributes on the MDE Data Governance Board.

    Mike began working with CEPI in 2002 as a database administrator. He served a brief stint at the Department of Education as a Data Quality Specialist before rejoining CEPI in 2007 as the Longitudinal Data Manager, a role he held until early 2018 when he became the Director of Analytics and Reporting. Mike holds a bachelor’s degree in computer information systems from Ferris State University and a master’s degree in information systems – business intelligence from Baker College.
